Opposing the Inclusion of Biological Males in Female Athletics, Female-Only Facilities,
and the Placement of Menstrual Products in Male Restrooms in Public Schools
Preamble
Whereas the Bristol Republican Town Committee recognizes and supports the integrity of
sex-separated athletic competition, the privacy and safety of our female students, and the
prerogative of local schools to implement sex-specific facilities and programs consistent with
federal and state law; and
Whereas Title IX of the Education Amendments of 1972 prohibits discrimination on the basis of
sex in education programs that receive federal funds and remains the statutory framework
governing sex-based distinctions in school athletics and facilities; and
Whereas in State of Tennessee v. Cardona, a federal district court enjoined portions of the U.S.
Department of Education’s 2024 Title IX regulations, finding that the agency exceeded its
authority and altered longstanding statutory interpretations relevant to privacy, safety, and
fairness in sex-segregated activities; and
Whereas in Soule v. Connecticut Association of Schools, female athletes challenged policies
allowing biological males to compete in girls’ sports, alleging the denial of competitive
opportunities and honors, and seeking to preserve fairness in athletic competition; and
Whereas the State of Connecticut’s Menstrual Equity law requires menstrual products to be
provided in restrooms for students in grades 3 through 12, including at least one male restroom
per school, raising concerns about unnecessary placement of such products in facilities
designated for male students; and
Whereas the Bristol Republican Town Committee believes that policies requiring placement of
menstrual products in male restrooms, or allowing biological males to enter female locker
rooms, female bathrooms, and to compete in girls’ and women’s athletic competitions,
undermine the privacy, safety, and competitive fairness owed to female students;
Therefore, be it Resolved:
1. Opposition to Biological Males in Female Sports
The Bristol Republican Town Committee opposes any policy or regulation that permits
biological males, including those identifying as transgender, to compete in girls’ or
women’s sports in a manner that disadvantages female athletes.
2. Preservation of Female-Only Facilities
The Bristol Republican Town Committee supports the maintenance of female-only locker3. 4. rooms and restrooms, based on biological sex, to safeguard privacy and safety in
accordance with the original intent of Title IX.
Opposition to Menstrual Product Placement in Male Restrooms
The Bristol Republican Town Committee opposes any mandate requiring menstrual
products intended for female students to be placed in male restrooms in public schools,
and urges that such products be made available in female and designated
gender-neutral restrooms only.
Call to Local and State Officials
The Bristol Republican Town Committee urges the Bristol Board of Education, the
Connecticut General Assembly, and relevant state agencies to adopt policies that protect
female students’ privacy, safety, and competitive fairness in alignment with Title IX and
applicable judicial precedents.
5. Communication of Position
The Chair of the Bristol Republican Town Committee shall transmit a copy of this
resolution to the Bristol Board of Education, the Superintendent of Schools, the Mayor
and City Council, and the members of the Connecticut General Assembly representing
Bristol.
